Introduction of a Personnel Performance-System

The Business Challenge:

  • A large complex government enterprise was reliant on an existing personnel performance system. This system was fragmented and lacked comprehensive rigour according to the evolving needs of the enterprise
  • For example over 2,500 personal performance records were stored in word documents in varying formats

Approach adopted by Direct Focus

Phase 1: Confirmation of new personnel performance-system specifications

  • A performance system specification prepared by an IT vendor was extensively evaluated
  • A detailed project implementation plan including objectives, milestones, activity schedule, risks and budget was documented and agreed to by the customer

Phase 2: Development of system solution, including prototype

  • Developers prepared a system prototype. The system was trialed by importing the content of the 2,500 performance reviews into the new system
  • The solution was developed within Lotus notes to ensure on-going integration with enterprise emailing system and to provide a front end browser-based access to the system
  • Comprehensive training package prepared in parallel to the prototype testing

Phase 3: Implementation and extension of system

  • Installation and roll out with training delivered to 99 different sites in one week
  • System has been subsequently extended to include other performance variables and to achieve further productivity gains

Outcomes to Customer

  • The successful installation of an on-line, browser-based personnel performance measurement system ? inside budget and on time
  • Increased efficiency of implementing performance reviews and documentation because of an ease of access to performance review documentation system and the flexibility of its reporting functionality
  • Performance review content was stored within a structured environment giving access to a wide range of other benefits such as mechanisms to coordinate workforce planning strategies
  • Other cost reductions through the efficient implementation of system across multiple sites
